That might be the case in NSW but not always everywhere else. 

QR decided it was cheaper to upgrade **selected** branch lines to mainline loco status.

In QLD the following lines have been upgraded from branch line 60 tonner loco capable track to 90
tonner mainline loco capable track in approx the last ten years. All these lines are mainly for farm
produce such as wheat or cattle and are not really considered part of the coal / mineral track
upgrades paid for by the mining companies.

South-West line to Thallon. Previously in the 1980's it was 1700 / 1720 region.
Rome / Charleville previously 1980's 1700 / 1720 class loco region.
Central Line to Winton. Previously in 1980's 1600 / 1620 loco region past about Emerald.

Some low traffic 60 tonner lines remain on the outer fringles of these recently upgraded lines such
as the C'ville to Cunnamulla and Quilpie lines. Not sure if the Thallon / Dirrabandi section is 60
or 90 tonner yet.
