5m$ upgrade is reasonable, but extension of some current services from
Ballarat to Ararat wouldn't cost 1.5m$....

The same amount of money can run Overland from Adelaide to Melbourne.
They(Department Of Transport ) might as well subsidy GSR to run twice
daily Overland, this would cost lesser.
