Yep, ARTC just wanted control of the line from Kalgolie to Perth at all
costs, and it does make sense having just one group looking after
everything, if you have many different track access groups, then if
becomes a bigger mess than it is now.  Alas ARTC want control of the
Interstate Lines (The interstate network is defined at
http://www.arou.gov.au) in NSW.
