Yes the ARTCs name is Australian Rail Track Corporation.  But as far as
what they do in Victoria we call them the Adelaide Rail Track
Corporation, since they do things a strange (Adelaide) way, and have no
idea how things should be done correctly for main lines in Victoria. 
They apply there branch line standards to our Main Lines.
