In the absence of intermediate trainstops just outside the platform, I am
surprised.  Unless the driver had permission to pass the previous signal at
Stop.

I would think the 1st train would have to have cleared the last 2 trainstops
before the 2nd train could enter.  They could both be in the station if the
1st departed <very> slowly,

No, it means the departure end of the platform.  That is, the train may trip
halfway along the platform.
