This certainly hasn't always been the case.

Most Melbourne tram travellers well remember queueing in the rain to enter
by the front door. You then filed past the conductor on theit throne and
paid your obeisance and your fare. The throne removed significant seating
space for passengers at both ends of a small tram. It also made it difficult
for a conductor to see if a passenger needed assistance, and, if so, to do
anything about it. It was a very visible example of public transport being
organised for the benefit of the employees rather than the passengers. It
certainly sent the wrong message at the wrong time and did not help the
cause of retaining conductors on trams.

Similarly I have been on many buses throughout the world where entry is from
any door.
