My understanding is that it's Victor Harbor - without the 'u' and that this also
applies to Outer Harbor.  I have a vague recollection of reading that this
actually had something to do with Webb who brought many things American to SA. 
Exactly whether a railway administrator would have had sufficient influence to
change the whole convention of town names is questionable though.  Minor
localities possibly, but these two are not insignificant places.
