The issue isn't whether fish need a train service but rather whether the
people on the western side of Melbourne could make use of a speedy service
to get them to the south east part of Melbourne. Westgate Bridge gets a lot
of traffic so there is logic in having a rail service follow a similar
route.

So? There are existing ferry services that provide public transport to the
island. The rail services make the travel quicker and easier.

Travelling by existing public transport from the western suburbs to the
south eastern suburbs is slow using our current rail system. Slower still by
tram. In a similar fashion to Hong Kong a direct rail link would make cross
town travel much easier.
