Probably the latter.
On a slightly differant but similar issue ,the Nth Coast line must now have 
the greatest mixture of loop lengths anywhere.
Is there any mechanism to stop a controller from attempting to cross two 
long trains at an underlength loop.?  
Would be easy to do ,as most of NRCs trains will now only fit in the 1500 M 
loops,and currently there arnt many of these.
