Morington/Sorrento/Dromana got a huge population but no one is
interesting in serving the area by rail.

I don't know much about peak hours of Frankston line loading but from
Melbourne Central I can see lots of people catch train on that line.
Frankston region not well serve by highways and currently the
government doesn't have any plan to build highways to that region,
therefore Train is still a very good option. If the train are fully by
Carrum doens that means Bayside should introduce 4D on Frankston line
   :-)??
