NR didn't make into black is because of reasons other then the cost of
NR class.

This service need branch line units, probabily T/Y/RTL or 830 class, I
doubt QR's locos can fit BG bogies, QR have no intention to sell them at
this stage anyway,Freight corp have no intention to sell their 48, 422
and 80s(80s probabily won't be used on this line) neither, even if they
do they probabily won't sell them to FA, can FA borrow some
shunter/branch line loco from Rail America?? since most of their lines
comprised with branches/short lines.
