Two things seem to have got confused here:
1. Pulsating indications on band-of-lights turnout indications - to
upgrade them from turnout caution to medium turnout - i.e. to give an
indication of the state of the next signal beyond the turnout. Common in
single-light indication areas, such as Maitland.
2. Junction indicators (turnout indicators - both terms seem to be in
use) placed on the signal preceding that protecting a turnout. This is
intended to give advance indication of the route set at the turnout,
especially where there are two high-speed routes. Examples are
Merrylands, Turrella, Blacktown, Goulburn. There is a different type at
St Marys which is an experimental attempt to display the turnout speed
as well as the direction.
