If you pay the RTA a certain amount of money you can have a PUBLIC road
blocked off for your own use presumably for a parade like St Pats or
something like that. The only occassions that doesn't require the money
is Mardi Gras and protests, there may be more.

It was a special event and CityRail have reserved the right to alter the
timetable in cases of special events. This may sound dodgy but if an
organisation is willing to cover some of the costs involved with
altering the timetable then CityRail would obviously be more
enthusiastic about making changes. Any business would be.

e.g. if you hold a parade and you want say shop A to be closed becuase
they'd get in the way, if you offer them some money for compensation the
owner may close for that occassion rather than staying open. Is this
wrong?

Having said the above and conisdering the information posted on the
CityRail webpage it looks like one almighty backhand from CityRail to
the organisers of the pacific games.
