Australian rail fares are, in world terms, fairly low. Perhaps it *could* be
argued that if you are paying bugger all (and compared with a lot of other
countries, we are) then you get bugger all.

I personally think that an argument could be made for greater increases in
fares, combined with an enforceable passenger charter, providing free
tickets when performance standards are not met.

In the UK, this is mainly provided by way of extensions or discounts on
periodical tickets.

The greater revenue would provide investment funds to reduce the causes of
delays. Passengers will pay higher fares, providing the service provided is
a quality service.
