"Cabinet" is referring to the WA Cabinet, and it is still WA enforcing its
own standards, rather than a federal body imposing national standards on the
entire country. The standout words here are "based on", meaning that they
are not exactly what was proposed. So it is yet another example of a state
doing its own thing (as they are fully entitled to do under the
Constitution) rather than a federal body imposing a national regime, which
is what you implied when you made your statement "...track access
requirements, which will have to become federal soon." The Commonwealth has
no power to compel federal access requirements in NSW or on the WestRail
system (not sure about QR standard gauge) unless the states agree to
relinquish that power.
