Because they'll be completely useless and they won't check tickets or
anything, they'll just hang around and hope their mere presence deters
people. They probably won't intervene if people do actually do things
as sydney's example shows.

Thats the irritating thing about it. Bayside seems to have signed up
for things like this without consulting anyone. The PTUA first knew
about it when the Herald Sun rang us for comment!
