Another source of traffic might be to make Perth the first
port-of-call for shipping from Europe and Africa.

Rather than load to rail in Melbourne or Sydney, it might be just as
efficient, cheaper and quicker, to load directly to rail in Perth for
railing to points on the East Coast. Make the TAR a kind of land
bridge. It would certainly make shipping turn around times a lot
faster. A similar system exists in North America, but the costs
savings there would be many magnitudes higher than in Australia.
