Well in amthematics the little "O" at the top indicates degrees and an apostrophe is the next smallest unit being minutes and then double apostrophe for minute. So I'm guessing its the same The STA use an apostrophe for their inspector record sheets besides it'd be bloody confusing otherwise. It's probably just a typo.
