It would probably be in good mechanical condition or else they wouldn't
have even proposed restoring it but I have my doubts about their claims
that they will get it running by the end of the year as well as
completing the rebuild of R766 by Easter.

Here is a question for someone from WCR. How long did it take to rebuild
R711 and what was the condition of R711 before the rebuild in comparison
to R700's current condition? Visually R711 looked better but I don't
know about the mechanical condition.
