Some more than others. In Sydney, regularly-scheduled empty car moves
are relatively very few and would not significantly add to the service
level if run non-empty (e.g. they directly parallel a normal service
train in both time and direction), whereas in Melbourne, there are
plenty of empty car movements which could provide a genuine service. And
even if only one person uses the service and there is no real cost in
allowing them to do so, why not let them do so?
