And why is it empty? Yet another typical Melbourne case of an empty car
moevment where there is the opportunity to provide a service to the
public at zero cost to the operator, but the public is deprived thereof?
Is it some fear that if more services are operated, that is more
opportunity for some service target not to be met; or is it just pure
bloody-mindedness; or what?
