Well, I disagree with that statement. In an "emergency" you can stop a light
engine with dynamic, travelling faster than 80 Km/h, far quicker then a loco
hauling a train travelling at the same speed, even allowing for the dynamic
setup time (which is only a couple of seconds if you need it in a hurry).

Unless you observe the "emergency" 1Km or so away, you have no hope of
stopping the train / light engine anyway if it's travelling at high speed.
