I suspect this entire thread is based on misinterpretation of a poorly
written press release - I very much doubt that Beattie or his advisers
had any idea what they were talking about, after all this is the
government that just decided not to build light rail because it would
cause too much congestion!

I am sure that all Beattie was whingeing about was that QR was not
permitted to tender for the purchase of NR.  If that is the case, then
he should shut up becase it is simply NOT acceptable for one Government
railway to buy out another.  There is nothing to stop QR from operating
interstate, just as FreightCorp has won a coal haulage bid here in QLD -
as far as I know, the section of the Constitution which talks about
"free trade between the states" makes it possible for QR to operate
wherever they like if they have the means to do so.
