I got the impression that the fines are doubled every year 
Example is the fine for a route 96 running late during peak hour is
$35, so the same time next year it will be $70, next year $140 etc...

The fines are not much this year, but after a few years (most
contracts are about 12-14 years) they will have to change to reduce
the fines.
