The PTUA says that fines imposed on train and tram operators for late
running are not big enough, the cost of the fine being lower than the cost
of fixing the problem.

Aside: The same thing happened in the UK. Some rail operators found it
cheaper to cancel trains and pay the fines than actually run trains!
