Yes. Probably a Work Care safety requirement. These were fitted IIRC after
an employee fell from the roof of a tram into the pit, suffering sever
injuries and/or death, whilst the tram was being serviced at a depot.

The wires allow a harness worn by an employee to be attached to the wires
whilst working on the roof of the car.
