Yep...exactly the point...:-))...you wouldnt order new locos on this
"tentative" basis..but you might enquire to the possibility of leasing some 
power in the interim...appaently ..some other folk seem to think these
westerners are quite affable towards turning a buck on their equipment...just
an idea!!
