I suspect that these questions are a bit premature.
AKAIK and if anyone knows otherwise please let the group know .
1/ Freightcorp have as yet not negotiated any track access agreement with QR.
2/ Queenslands Competition regulator has as yet not even determined what the 
track access charge will be.
3/ The only agreements in place are between Freightcorp  and the Coal 
companies.

What happens if 
1/ The Qld competition regulator determines an access charge which is very 
high and makes Freightcorps operation unprofitable.
2/ QRs Rail Access unit set conditions on Freightcorp that makes the operation 
unprofitable.

How does the QR Rail Access arrangement work?
Is it a secret regime a la RAC or an open system like ARTC.?

Theres a long way to go yet.
