John,
         I think you will find National Rail do operate to the Latrobe
Valley, the paper train to Maryvale is their train, but is sub-contracted to
Freight Victoria, as I guess it works in with their operations. Their was a
rumour a while ago that NR was to take over operating that train using BLs.
