Having recently put together a slide show featuring all of the surviving "bulldog" or GM cab units in Aus (plus almost every permutation of livery), you can judge the answer from the following (see also the detailed article in April 99 RD, "The Last of The Bulldogs", by Wes Sutton).
I've categorised operational vs heritage units.(Shown as *H) The distinction is that all are believed to be currently operational, with the acception of units undergoing workshop attention. Obviously State borders don't necessarily apply when assessing daily numbers, with ASR units through working to Victoria, and WA; and Great Northern units to SA (and lately) NSW!
NSW :
42 - 4201 Thirlmere (*H) , 4204 Cowra (*H)
421 - 42103/05/07/09 - Northern Rivers Railway, Casino
GM 3 - Clyde, Kelso (shunter)
Victoria :
A - 60,62,66,70 (V Line Pass)
A - 71,73,77,78,79,81,85 ( Freight Victoria)
B - 61, 76 (West Coast), 74 (*H) Seymour. 80 ? (*H - West Coast, proposed Adelaide tourist train.)
S - 300, 302, 311 (West Coast). 301,306,307,310 - Freight Victoria (being returned to service at present)
S313 (*H) Steamrail
GM12 series - 22,27 (Great Northern) (19 under restoration), 36 (*H) Seymour
Total Revenue operation - 22, Heritage - 4
South Australia :
GM1 (ASR)
GM12's - 32,34,37,38,40,42,43,44,45,46,47 (ASR)
CLF - 1-7 (ASR)
CLP - 8,9,10,11,12,13,14,16,17 (ASR)
Total - Revenue Operation - 28.
Looking at this, I'd say that Adelaide and Melbourne share the top billing!
