How many people travel on the local trains between Box Hill and
Blackburn?  Not a great deal, I would imagine (please correct me if
I'm wrong).  Making the locals run FSS - Box Hill only would allow an
increase in frequency (not that big, probably 2-3mins, but enough to
make a difference).  Maybe you could put on a few more Alamein trains
and make the Box Hill locals run express
Camberwell-Glenferrie-Richmond.
