ARTC track speeds up and down on the Vic main west

>From last weekend ARTC has installed new speed boards between Dudley
Street and Wolseley. 
Generally speaking track speed is now 55 km/h between Dudley street
and South Dynon Junction; 70 between SDJ and Brooklyn; 80 between
Brooklyn and Newport and 115 between Newport and Wolseley. 
Curve boards have been replaced by speed boards.
Many curves have had their speed increased. For example the two 65s at
Cressy are now a 90 and a 70. 
However the PTULD has placed a PIN notice on the increases (reverting
to the status quo) due to infrastructure problems, mostly signal
sighting and lack of distant signals.
