Unfortunately the RTA comes under the same portfolio as RAC , ie they both are
run by the NSW Transport Minister.
Irrespective of who is responsible for doing what , the Transport Minister
would ultimately have to make the funds available.
Im not aware of a single case in NSW where the RTA has been required to
re-instate a rail level crossing at its expense.
