Photostops on tours

What is the position with photostops (runpasts) on railways around
Australia. Are they allowed? If so what are the conditions. Are indemnities
required? Are trains allowed to set back? Do they have to be at platforms?

QR is being difficult of late quoting safety standards that say passengers
may only be picked up or set down at designated passenger set down points.
They seem reluctant to rationally discuss the matter as it is easier simply
to ban them.
