Amended Passenger Timetables - supposed introduction of Train Order working.

With the release of the latest Western WTT at the end of July, in theory to
coincide with the introduction of Train Order working in the West, all the
passengers were given amended 'tables. The most dramatic alterations seems to
have been with WL33/WL34. However, with TO working not having been introduced,
one assumes that the new 'tables are being adhered to, but trains are losing
time through the need to undertake manual token changing west of Goobang
Junction. It is quite evident that the two up interstate services are being
heavily hit in that respect, despite the apparent amount of recovery time
allocated in the WTT. As an example, WL4 was nearly 75 minutes late through
Springwood this morning, and from past experience 40 minutes plus is fairly
usual.

Can anyone shed any light on what is being contemplated with these services,
given that TO working may not be around for some months yet ??
