If it's pre-arranged (e,g, trackwork), they have a "green man" at each end
with radios who confer and the trams are sent through in "fleets",
presumably the number of the last tram in each "fleet" being sent by radio.
I seem to recall the army once provided the communications for a planned
outage - many years ago. I think they may have also used pilot working.
