I think you are right in one!!!

If the fines are the same as Hillside (I assume they would be simular) on
the Lilydale that time of day it cost $40.00 per minute, where as the fine
for cancellation is$1800.00.

Therefore it would be about $1000.00 cheaper to run the train than cancel
it.
