[Melb] Bayside Late Running

Yesterday the 11:25 (6439) Werribee train was defective at FSS, by the
time another train was found it departed Flinders Street 19 minutes late
(only 1 minute before the next Werribee train) and was altered to run
direct Newport to Laverton, and still stop at all stations (expect of
course the ones missed by running direct).

At North Melbourne it arrived into Platform 6 at 11:51 and the 11:45 from
FSS also arrived at North Melbourne platform 4 at 11:51.  

Why didn't they just cancel the train and run it empty to Werribee to gain
time and pick up with the Up run, so it didn't make that late and make
other trains late with the cross at Westona.

Maybe the fine for runnning 19 minutes late is cheaper than a cancelled 
fine.
