Maybe Ive been missing something but what are all these new contracts that are 
causing NR to have a loco shortage?
Last time I noticed , NRC had 8 DLs in storage , around 8 Cs in storage , are 
using 81s as shunters , doesnt sound like a loco shortage to me.
