Under all circumstances? That would be crazy. Even the clipping for
passenger trains is a bit silly. After all if you are putting a
passenger train in a loop operated by a standard key locked ground frame
hoe much more reassurance do you need. QR used to use 'kangaroo' levers
on non interlocked loop points in places and it didn't seem to cause too
much trouble (Not that I advocate going that far!)
