Are you referring to the map on page 288 or the listing of line openings (Stony
Crossing is on P284).  The map itself shows the system "At its maximum route
mileage, 1942" (hence shows the line on the map).  Dunno why there's no closing
date in the line listings though.

While on the subject (VR to 62), was it standard for copies of this book to be
'personalised'?  I inherited my Grandfather's, on the cover embossed in gold (as
per the "Victorian Railways to '62 etc" is "Personal Copy of (Grandfathers
name)".  Was this standard?
