I doubt there is something "intrinsic" in the dynamic stability but rather
the higher the load (and therefore higher centre of gravity) will increase
the tendency of rollingstock to roll over at existing track speeds around
corners. They may have to reduce the speed of double stacks around corners
to reduce the above risk. A loss of speed though may not be desirable.

P.S. The greater the track gauge, the greater the resistance to this
"rolling over" force.
