There is a book, you can still find it around the 2nd-hand bookshops
(?), called "Railway Manual- War", which, although produced by the
army rather than the railways, talks about this.  In the U.K., the Big
Four formed a working party a few months before the outbreak of WWII
to deal with these matters.  The working party operated throughout the
war.  Its minutes, etc. are in the Public Record Office at Kew, U.K.
