Afraid that the border is still "solid" H2o, and NSW access charges will
stop very much border hopping by anyone. They have made it illegal for
operators to disguss their own access fees, so it is difficult to find out
if
..say Great Northern on their own would pay a greater fee than now in
partnership with Freight Rail!
Also Coper has published a panthlet here in Victoria, giving the Rail
Patrons a bill of rights, such as used in England, guaranteeing trains, on
time running etc, and setting up some pretty stiff penalties for the
operator who falls away from the guarantees
