Who maintains what ??

Since we now have a new privatised operator for VLF , who will be responsible 
for the maintenance of facilities which are common to both the new operator 
and to ARTC,and who pays their salaries??
For example who fixes all the boom barriers and flashing lights between 
Broadmedows and Albury, or pays the salaries for the signallers at Wodonga A 
or Nth Geelong C or Maroona .
Does anyone know who maintains ARTCs track ,signalling and Comm systems 
elsewhere in Australia.
Maybe an avenue for RSA to take over the lot.

There also the issue of the BG line between Albion and Jacana which 
historically has been run by the NE std guage controller.
Is this still the case ?
