It would seem to be that the route 79 should be run at all times, and
the 78 discontinued. The 78 only runs one city block past the 79's turn
off and the only stop served by the 78 that is not also served by the 79
is the end of the line, and almost no one ever goes there. It makes no
sense that the St. Kilda car should not run at all times, everyday!
