Late night Vandalism on trains

Last night (fri-4-6), the 23:55 down Epping service (last train), was
running about 16 minutes late leaving the city and losing time.
Reason being vandalism.

The train that did turn up was a very interesting sight:

Leading car 692M was locked shut with the lights off, and many windows
missing.  Reamaining cars 1025T & 330M were both open to passengers,
however it appered the doors were not operating. - i.e. they did not close
before leaving stations, just like Harris trains!

The train (being the last one for the night) obviously couldn't be
cancelled, so I guess it was decided to "hobble" the train to Epping where
it could be attended to in the Maintenance Depot.

My Hurstbridge train followed right behind this train, and we crawled to
Clifton Hill behind the Epping.   It would seem that the Epping had a
speed restriction - Is there a "rule" regarding this? - Presumably the
train should have been cancelled in normal circumstances.
