Every DG tanktainer carried n road or rail has a contact number on it.
However it is not the phone number of the operator, it is the number
of the Chemical company. For example if XYZ Ltd ships a tanktainer of
monoflouroblowemupskiphosphate and ABC Co. road hauls it, the phone
number is for XYZ not ABC. It is the same if the box goes by rail.

In the cabin of every vehicle (road or rail) should be a list of all
DGs on board and contact numbers and the emergency procedures guide
for that type of DG. 

Your idea that the phone number should be more widely advertised is a
good one. ARTC phone number on ARTC territory and the variuos
operators numbers on their equipment. It would be too much to ask for
one national phone number for all rail related emergencies.
