Surely this opens itself to abuse - what is to stop someone from buying a
ticket from Melbourne to Geelong, and then asking the conductor for a
Geelong - Colac ticket - it saves $2.30, but if you travel the route
regularly, the savings would add up.

NSW fares are calculated on a mileage basis - and the cost per kilometre
drops as you move up each band.

For example -

Sydney Cootamundra - $55 economy
Cootamundra - Albury - $32 economy
Albury - Melbourne - $49 economy (on Countrylink - V/Line is cheaper)

Total: $136 - the Sydney - Melbourne fare is only $96. - a $40 difference.
So it is in their interests to sell short trips.
