Following on this thread a bit , there is quite a lot of useful info on the
Nccs web Site .

Here you will find a fair amount of stuff about the lack of any progress on 
rail reform .
It also covers the proposed Track access regime for the AP to Darwin Rail line 
plus a couple of examples as to how the access charges are calculated.
There are a number of controversial issues involved with this project.
One is the handover to the Consortium of the Tarcoola to AP existing line from
the time of the signing of contracts ,(not when the new line is completed) and 
the total lack of any mention of any passenger terminal at Darwin??
Its heavy reading so have a few beers before you tackle it.
